Job Summary:
The Supervisor, Procurement Ops. is responsible for supervising the day to day operations of the Purchasing Department at Westchester Medical Center, ensuring effectiveness and efficiency in the delivery of services. This individual will provide professional procurement and related advice to Medical Center departments, and will be responsible for reviewing and approving specifications, analyzing bids to ensure products meet specification standards, interpreting contracts, sourcing suppliers, and negotiating pricing.
Responsibilities:
- Supervises and manages the work of buyers and provides guidance for the resolution of purchasing issues.
- Provides daily oversight, guidance and mentorship to buyers regarding network purchasing functions.
- Monitors daily production levels associated with process improvement, lean daily management metrics for purchasing department.
- Acts as a liaison between purchasing and accounts payable to help resolve purchasing discrepancies and resulting non-payment of a purchase order.
- Collaborates with distribution directors across the network to work through stock outs, backorders, product substitutions, product conversions and other purchasing related issues.
- Manages the purchasing process for office supplies, including approving orders and setting up users.
- Reviews and approves non-catalog and WMC, bill only requests.
- Manages new vendor set up process with Finance.
- Represents the Purchasing Department at vendor meetings when necessary.
- Assists the system administrator to resolve discrepancies in 810 electronic invoices.
- Reviews current policies and procedures and makes recommendations for change.
- Assists with selling surplus and obsolete equipment and accumulated salvage material as required.
- Supervises and trains new buyers in the various methods and procedures used in competitive purchasing.
- Consults with Medical Center staff to review inventory, consumption rate and storage capabilities.
- Consults with vendors regarding shortages, overcharges, breakages, etc.
- Expedites delivery on orders by communication via email, telephone or letter.
- Analyzes market trends and conditions, reviews advertising literature, trade magazines and other publications, and attends conventions and forums pertaining to purchasing and warehousing.
- Performs related tasks, as assigned or required.
Qualifications/Requirements:
Experience:
6 years of hospital purchasing experience which included determining customer requirements, reviewing specifications, evaluating offers and preparing contracts or purchase orders.
Education:
High school or equivalency diploma, required. Satisfactory completion of 30 college credits* may be substituted on a year for year basis for up to four years of the above experience.

Good knowledge of purchasing requirements for a large, complex hospital system; good knowledge of the requirements of accurate and legally correct specifications and contracts; ability to analyze complex purchasing problems, evaluate alternatives and make recommendations; ability to plan and supervise the work of others to achieve the greatest possible level of service; ability to develop and maintain effective working relationships with others; ability to read, write, speak, understand, and communicate sufficiently to perform the essential duties of the position; sound judgment; resourcefulness; accuracy; thoroughness; integrity; initiative; physical condition commensurate with the requirements of the position.
