Denver Health Medical Center, Colorado's premier safety net institution is recruiting for an Associate Chief Quality Officer of Ambulatory Care Services (ACS). This key physician leadership role will provider leadership, direction, and administration of ACS's patient quality program, value-based care efforts, and research. In partnership with Chief Ambulatory Officer and ACS's Central Management Team the ACQO-ACS ensures compliance with Health Resources & Services Administration (HRSA) standards for a Quality Improvement (QI)/Quality Assurance (QA) program as required for Federally Qualified Community Health Centers. Works collaboratively with department chairs, providers, nurses, residents and staff to enhance patient care though continuous quality improvement efforts.
Essential Functions:
Maintains an active clinical practice of patients in a primary care specialty. Lead by example in achieving in own clinical practice organizational productivity and quality goals. (40%)
Actively involved with ACS Leadership in defining quality strategic objectives, communicating these strategic objectives with clinic management teams, and helping to develop clinic operations to promote achievement of these strategic objectives. Enlists the active participation of clinic management, healthcare professionals and other departments as appropriate. Define opportunities using data sources to enhance quality improvement activities within ACS, respond to clinical concerns to enhance quality performance. Utilize and maintain internal data sources (e.g., patient registries) to define opportunities for quality improvement activities. Participate as a member of CMT in regular meetings. Chair the Ambulatory QI Committee and participate in work groups as appropriate. Representative to the DCHS (Denver Health Community Health Services) Board on quality improvement. Plans, develops and implements cost effective quality improvement while developing systems and processes for accountability. Active participation in development and monitoring of outpatient quality scorecard. Coordinates ACS QI and research activity with overall DH QI strategies. (20%)
Interpret and operationalize national and state recognition and certification, which can include NCQA Patient Centered Medical Home recognition, NCQA Patient Centered Specialty Practice recognition, TJC’s Primary Care Medical Home certification, and CMS’ Quality Payment Program. Oversee and implement strategic and tactical plans to achieve and maintain recognition or certification, which may include leading ACS-wide workgroups and committees, updating policies and procedures, and partnering with clinic leadership (10%)
Mentors, guides and coaches direct reports, Department QI Champions, and clinicians interested in quality and research within ACS in order to expand their capabilities and build management depth in the organization for succession planning. (5%)
In collaboration with CMT, reviews and oversees research and QI proposals that are proposed to be conducted within CHS Clinics. (5%)
Conducts scholarly research. Time allocated above 10% will be based on ability to bring in external grant funding to cover this time. (5%)
Is familiar with the HRSA quality improvement requirements and provides direct oversight or coordinates with other department and organizational resources to ensure compliance (5%)
Active contributor to HRSA Service Area Competition grant, and submission of quality improvement grants made available through HRSA. (5%)
In conjunction with ACS Chairs, supports RN Program Manager for Continual Readiness with continual readiness, safety events, clinical compliance, and other quality concerns (5%)
Education:
Doctorate Degree MD or DO. Graduate of an approved medical school and completion of an approved residency. Further research training, such as an MPH/MSPH or primary care fellowship desirable. Required
Post Graduate Diploma or Certificate Program MD/DO and Board Certificates in their area of specialty Required
Work Experience:
4-6 years 5+ years of clinical experience Required
4-6 years 4+ years of experience in quality leadership and/or research Required
Licenses:
MD- Physician - DORA - Department of Regulatory Agencies Required
Basic Life Support (BLS) - American Heart Association or American Red Cross Required
Knowledge, Skills and Abilities:
Communication skills to interact effectively with Denver Health’s current service/client base, prospective customers, and all levels of DH management
Ability to interpret and analyze financial and statistical information
Ability to systematically gather information from a variety of sources, analyze information, identify implications of data, draw appropriate conclusions, generate viable alternative solutions to a question or problem and evaluate the consequences of choosing each alternative
Knowledge of scientific and medical literature, standards of medical care and professional care established by various task forces and accrediting agencies
Strong public speaking/presentation skills
Skill in facilitating a collegial relationship between practicing clinicians, healthcare workers, and hospital administration
Knowledge of ongoing activity in a clinical area of expertise
Working knowledge of general hospital operations, the Joint Commission, Medicare COP, and state requirements
Proficient in MS Office Suite
